Strategic and Economic Analysis for place-led approaches to Net-Zero
In 2019, the UK was the first major country to legislate for a net zero target for carbon emissions by 2050. However, data confirms that the UK is currently not on track to meet these ambitious targets. In addition to this, the recent economic crisis caused by the Covid-19 pandemic has accelerated the need to focus on job creation and growth. The green economy is defined as one in which value and growth are maximised across the whole economy, while natural assets are managed sustainably. Such an economy would be supported and enabled by a thriving low carbon and environmental goods and services sector, which would ultimately lead to more jobs and sustainable growth. Overall, there is also a need to focus on closing the gap on economic, educational, and regional inequality in the UK through new and innovative locally led initiatives, which is in general referred to as the "levelling up agenda".
The Prime Minister's recent 10-point plan is addressing these challenges through several policy initiatives, which have resulted in an increased focus on how green jobs and growth could be created as quickly as possible.
It is in this context that UK Research and Innovation (UKRI) would like to commission consultancy support to help build the strategic and economic case to establish a place-based end-to-end net zero delivery programme. This will include a detailed economic analysis to understand how to best decarbonise places in support of its business case development for this new programme.
