Through this specification, the Council would like to contract a consultancy to redevelop the SWIMS IT system.

SWIMS was designed as a decision-support tool and data input and collection IT system for Kent's public-sector services to record the costs, impacts and responses to severe weather events. Accessing the system through an online portal, users can input qualitative and quantitative data including: the impact on the Kent community (e.g. flooded homes), reputational impacts (e.g. compliments/complaints received) and how their service or organisation responded to an event. Through data entered into SWIMS, organisations/services should be able to build up a picture of their key vulnerabilities to severe weather and develop clear business cases for taking adaptation action.
