Background
Over the course of 2020-21, WWF-UK developed a full Net Zero Delivery Tracker (previously referred to as Net Zero Test) methodology, which enables assessment, at each Budget or Spending Review of:
- a)Total positive, negative and neutral spending in relation to priority environmental areas
- b)The carbon emissions impact of the overall fiscal event
- c)The extent to which this emissions impact is compatible with a stated emissions pathway to net zero
Output
Full Net Zero Delivery Tracker analysis of the UK Government's Autumn 2022 Budget (whether this is undertaken to standard timeframes or expedited as an emergency budget).
This will involve applying the previously developed Net Zero Delivery Tracker methodology to the fiscal package, conducting budget tagging and emissions estimate modelling. Due to the nature of the fiscal package, new approaches to emissions estimate modelling may be required for individual line items.

Deliverables
- Engagement with WWF-UK's work on Net Zero Delivery Tracker until now, including all Excel-based analysis
- Attendance at full-day knowledge transfer workshop with technical experts who previously worked on the modelling
- Budget tagging analysis and emissions modelling of Budget, presented in accessible report format, along with delivery of underpinning analysis
Required expertise
Experienced economist or team of economists with strong quantitative modelling expertise and some experience of undertaking economic modelling in an environmental context, preferably including use of emissions estimates.
Ability to thoroughly absorb and understand principles and modelling approach of Net Zero Delivery Tracker and adapt it to new budget items, including designing new approaches to calculating direct, indirect, and induced impact of tax and spending policies
