ORE Catapult is currently developing a technology test and development facility in Aberdeen, known as FLOWIC (Floating Offshore Wind Innovation Centre). As part of the development of this Centre, ORE Catapult is scoping the design, and in certain cases manufacture, of a suite of testing rigs.

Within FLOWIC, there is a desire to have capability that can support the development of mooring components for floating offshore wind. Mooring components include, amongst others: Synthetic Fibre Rope, Chain, Steel Spiral rope, and associated linkages. The primary loading mechanism of these components is pure tension, and these components often have very high breaking loads (circa 10,000kN or more). As such, fundamental product development or research is often done on a 'sub-component' level at lower loads and sizes.

To support the development of technology in this fashion, ORE Catapult wishes to commission a detailed design activity for the 'Scaled Mooring Line Test Rig' (SMLTR),
