This contract will study the construction of 'Low Cost, Low Carbon' housing developments in order to understand:

  • The drivers, barriers, attitudes and challenges through the various stages of construction, from specification and design, through construction and supply chain, to hand-over and occupancy.
  • The costs and cost drivers associated with construction.
  • The actual energy performance of these homes when occupied and the reasons behind this performance.

The evidence will be used to support the case for policy to support low-carbon building construction and an understanding of the art of the possible to inform future emissions reductions plans. Evidence will be collected primarily through social research, site inspections and home energy monitoring.
