The Homes and Communities Agency (HCA) wish to appoint consultancy services to undertake a rolling programme of impact evaluations relating to the project enabling support provided by the Advisory Team for Large Applications (ATLAS). The services will involve obtaining qualitative and quantitative data on the scope, scale and perception of added value that ATLAS provides to external partners and organisations involved in the planning and delivery of large scale town planning and regeneration projects.
