The Authority's Digital Media Investigators require equipment capable of conducting WiFi 'surveys' and detecting if devices are connected to a network. The Authority also seeks training in usage of the devices, together with 12 month's technical support and software upgrades.

The Authority's Investigators require two device types, as follows:

Device Type 1: Router Analytical Tool - based on a small laptop running bespoke software which provides a WiFi 'direction finding' capability. Amongst other things, this will enable the investigators to locate devices which may have been secreted in a property.

Device Type 2: WiFi Analysis Tool - A smaller, hand held device (based on a reconfigured smart phone), which Investigators can use to conduct a 'WiFi survey' at a particular access point and which is capable of scanning both 2.4GHz and 5Ghz networks.

The devices are needed in order to assist with and speed up criminal investigations undertaken by the Investigators. The devices will save money in the long term as the Authority will undertake its own WiFi surveying instead of paying third party providers to supply these services on a commercial basis.

Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite in order to respond to the Procurement. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Potential Providers should note that it could take up to 10 working days to obtain a DUNS number.

Once you have registered on the e-Sourcing Suite, you will need to express your interest by emailing ExpressionOfInterest@Crowncommercial.gov.uk

Your email must clearly state:

  • name/reference of this procurement
  • the name of the registered supplier; and
  • the name and contact details

Crown Commercial Service will then process your registration and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done.

It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond. Crown Commercial Service is not able to offer any extensions to the advertised procurement timetable.
