Provision of Various Children's Centre Nursery Services

Due to a number of nurseries coming up for re-tender, the London Borough of Barking & Dagenham is advertising to seek tenders from suitably qualified and experienced organisations to take on the operation of Various Children’s Centre Nursery Services in the Borough. The selected organisations will be expected to work with Barking and Dagenham Council to ensure the provision of good quality and affordable childcare in a number of its wards.

The Council are tendering the nurseries in three Lots.

EACH ORGANISTION WILL ONLY BE ABLE TO TENDER FOR ONE LOT AND WILL HAVE TO TAKE ON THE OPERATION OF ALL NURSERIES IN THE LOT BEING APPLIED FOR.

Lot 1

Sue Bramley Children’s Centre Nursery: Address: Bastable Avenue, Barking, IG11 0LG - approximately a 64 place nursery, with an additional 12 sessional/pre-school places that are for 15 hours a week, term time only. Contract commencement date is expected to be 6th June 2016.

Gascoigne Children’s Centre Nursery: Address: The Coverdales, Barking, IG11 7HQ - approximately a 75 place nursery. Contract commencement date is expected to be 1st September 2016.

William Bellamy Children’s Centre Nursery: Address: Frizlands Lane, Dagenham, RM10 7HX - approximately a 61 place nursery. Contract commencement date is expected to be 1st September 2016.

Lot 2

Becontree Children’s Centre Nursery Address: Steven’s Road, Dagenham, RM8 2QR – approximately a 30 place nursery. Contract commencement date is expected to be 1st September 2016.

Sydney Russell Children’s Centre Nursery Address: Parsloes Avenue, Dagenham, RM9 5QS – approximately a 27 place nursery, with an additional 24 sessional/pre-school places that are for 15 hours a week, term time only. Contract commencement date is expected to be 3rd November 2016.

Lot 3

Abbey Children’s Centre Nursery Address: North Street, Barking, IG11 8JA – currently an approximately 52 place nursery. However, before the new contract commences, the provision may be extended to allow for up to an additional 40 places. Contract commencement date is expected to be 1st April 2016.

John Perry Children’s Centre Nursery Address: Auriel Avenue, Dagenham, RM10 8BS – currently an approximately 52 place nursery. However, before the new contract commences, the provision may be extended to allow for up to an additional 16 places. Contract commencement date is expected to be 1st April 2016.

Additional information: Organisations who wish to tender must be able to demonstrate five (5) years relevant experience, currently be running an Ofsted registered day nursery rated “Good” or “Outstanding”, or where the organisation is running more than one nursery have 50% of its nurseries rated “Good” or Outstanding” and must be prepared to work in partnership with the Local Authority and adhere to a strict performance monitoring programme, including site visits. Organisations must also currently be running a nursery within a Children’s Centre staffed and run by a Local Authority or voluntary/private organisation.

Interested parties will be sent a tender application pack that will include full details of the service and the tendering process. Tender submissions must be completed and returned by no later than 10am Thursday 23rd July 2015.

The tender application pack is only available electronically but responses are required in hard copy and electronic format (USB stick only) together with all relevant accompanying documentation.

If you are only interested in one particular Lot, then please state this when applying for a tender application pack and only the tender documents relevant for that Lot will be sent out to your organisation. If you do not state a Lot then the documents for all Lots will be sent out to your organisation.

The closing date for request of a tender application pack is 12 noon Friday, 10th July 2015.

Organisations should be aware that Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply.
