P050 Financial Model Survey Northern Gateway

****This has been awarded to KPMG 15 Canada Sq, london.E14 5GL ***The Council is seeking to appoint a suitably qualified and experienced specialist service to work with The Northern Gateway Partnership for the following project led by Cheshire East Council to undertake the following:

This study is to provide a sound economic and funding delivery plan of phased and prioritised investments supported by a robust financial model. This work will need to identify and justify a preferred delivery option and outline the mechanisms of revenue generation and value capture that are required to deliver the Partnerships ambitions and thereby formulating the asks of Government and of the local Partners themselves. These plans will also need to be underpinned by strong an economic justification and value for money appraisal that meets the government's current appraisal criteria.

This will involve working across authority boundaries and with a large group of internal stakeholders in order to evaluate work done to date and the ambitions of the Partnership in order to produce the required outputs of this commission. Neither Cheshire East, nor any of the individual Partners within the Partnership, has the internal capacity required in order to fulfil the outputs of this commission.
