<b><u>Background </u></b> Wolverhampton City Council is leading on the major regeneration of the City centre. A number of significant development opportunities will be coming forward over the next 20 years and the Council needs to understand the implications of such large scale regeneration on the requirements for parking in the City Centre. Dialogue with local businesses, soft market testing for Westside and Southside and the feedback at a Developer Conference held in October 2014, has highlighted the need for a review of car parking and a strategy for car parking in the City Centre. The need for, and commitment to, this review and strategy is also included in the Draft City Centre Area Action Plan supporting evidence documents, and has been subject to extensive press coverage and local concern over recent months. In 2011 the Council commissioned a baseline survey of car parking which will require updating. Currently car parking in the City centre is provided by some multi storey car parks and surface level parking .This is owned by the Council and private sector, with much of the Council ownership in temporary use. The multi storey car park at the railway station is to be extended as part of the Interchange project. <b><u>Objectives and context</u></b> The objective of the commission is to provide the Council and its partners with an evidence based assessment of the changing car-parking requirements in the City centre. It will provide the Council with the framework to determine the location, quantum and type of car parking required in the future as the regeneration of the City Centre takes place.
