description
We are looking to commission an excellent Service Provider to deliver a combination of hostel-based and housing-related support services to enable adults to retain or obtain and work towards sustaining independent living. The Council is committed to the provision and delivery of quality support services. Accordingly the Council wishes to work in 'Partnership' with a Service Provider who can demonstrate and deliver services which achieve and maintain 'Value for Money', and which can meet people's support needs. The ultimate outcomes required are that the end recipient of the service is satisfied with the service they receive and their agreed outcomes are met.
As well as responding to demand for accommodation in crisis, the Service Provider should also be able to offer a service that will help strengthen community resilience, the provision of other County and District Council commissioned services and understanding of housing-related issues across the county.
The key elements of the service are:
| - | Design and delivery of a pathway of housing-related support for adults in need. This will include a single point of access "hub", specialist housing related support workers to manage caseloads of people with complex needs, a minimum of 30 hostel-based beds for homeless adults (over the age of 18) seeking emergency housing and added value for clients through facilitating access to specialist wraparound services - made available through external sources of funding. |
| - | Leadership on housing-related issues across Leicestershire, |
| - | Awareness raising and stakeholder capacity building to enable local health and care and other public services to better understand and support the needs of those who are at risk of or experiencing homelessness in Leicestershire. This will include delivery of accessible information, guidance and training opportunities. |
The needs of different communities in Leicestershire should be considered and an expert understanding of the structural and individual factors which may contribute to risk of housing-insecurity or homelessness should be central tenants on which personal support needs are assessed and addressed.
