description
The English National Concessionary Travel Scheme (ENCTS) provides free England-wide off-peak bus travel to eligible older and disabled people. This is a statutory function and is part of the Central Government agenda to promote accessibility, independence, and wellbeing.
Surrey County Council is responsible for the administration and coordination of the scheme. Over 156,000 residents hold ENCTS passes, making 6 million passenger trips each year. Due to the nature of this statutory duty, it is not possible to limit demand or accurately predict passenger travel journeys. Card printing will fluctuate according to the 5-year renewal process that is implemented according to government best practice.
To fulfill our statutory obligations, we require the following:
- Card management system - to manage the data and application process for older people and disabled people's passes.
- Online application portal - to manage the front-line application process for older people and disabled people's passes.
- Card fulfillment - printing and dispatch of the smart cards to residents.
In addition to the ENCTS scheme SCC will be offering a Surrey under 21s bus discount. This will be available for 21 and under living in Surrey to obtain half adult fare on single and return tickets. The pilot scheme will be funded for a 3-year period. The scheme will be discretionary and administered by SCC and requires; online portal application, card management and card production/issue. The scheme could also include remote ticketing options for future options.

- Card fulfillment - printing and dispatch of the smart cards to residents
- Online portal, Card Management System, and card fulfillment (smart cards) for the Surrey under 20s scheme. Option to include the development of remote ticketing.
There are approximately 156,000 active ENCTS cards in Surrey which require the below systems:
- Card management system - to manage the data and application process for older people and disabled people's passes (all smart cards)
- Online portal for front line applications
- Card fulfillment - printing and dispatch of the smart cards to residents
