The Ministry of Justice is looking to re-procure the supply of its managed security pass service mainly accessed by the Prison estate.
As part of the pre-procurement activity the MoJ is looking to explore new ways of working and where we can bring improvements in security, efficiency and value for money.
In order to do this we are holding a kick-off market engagement event further information is provided in this notice.
We are asking suppliers wanting to register an interest in the event to complete a short questionnaire, via our Bravo e-procurement solution, to help us better understand suppliers, the market and current service available.
The scope of services is anticipated to include:
- A centrally managed service for receiving, processing and completing applications for security passes within the Prison estate.
- A solution to Local ID Card goods and services demand currently focussed on temporary or visitor passes;
- Delivery and logistics for secure distribution of ID and access cards;
- A catalogue of accessories for ID cards (e.g. lanyards)
MoJ has not yet decided on a how the services are to be delivered and whether a framework could be appropriate for our needs or whether a single or multi-vendor model would be the best solution.

- National Offender Management Service (NOMS): HM Prison Service (the Prison estate); Central NOMS operational team(s)
May include not be limited to:
- Immigration Removal Centres; Youth detention facilities; HM Courts and Tribunal Service (HMCTS)
It should be noted that beyond the primary customers, as listed above, the extent of service take up may vary.
Additional information:
A market engagement event will be held from 11-14:00 on 07/04/2017 at MoJ offices in Leeds.
Suppliers who have an interest in this opportunity and wish to attend the market engagement can access the expression of interest form via the MOJ Bravo solution (see URL). The MoJ intends to use the Bravo solution to share documents with suppliers during the engagement phase.
We are using the PQQ functionality of the solution to run the market engagement process. We are using this functionality because it best meets the needs of the Project and will allow a transparent and auditable engagement process. Please note that this does not represent a procurement nor a commitment to enter into a procurement.
In order to submit your EOI response please use the "PQQ submission" function on the Bravo solution.
This must be done no later than 12:00pm (noon) on 31st March 2017. EOIs submitted after this date may not be considered by MoJ, at its sole discretion.
