Oxfordshire County Council (OCC) is using a Social Impact Bond as a vehicle to fund services for people with learning disabilities with complex needs to move them from high-cost placements to supported living.

OCC has 185 people with learning disabilities placed in high cost out of County care homes across 51 local authorities. Lot 2 covers the selection of a service provider to deliver the services via a Special Purpose Vehicle (SPV) arrangement, where required.

The tender documents for the service provision will be issued using the Council's e-tendering portal (SE

Business Portal) at https://sebp.due-north.com/ The return date for responses to the Invitation to Dialogue via the portal is 12 noon on 31st May 2017.The service provider will be responsible for sourcing accommodation and may need to work in partnership with a housing provider/s. The service provider will source accommodation for individuals, and groups of individuals, based on the assessment of housing needs carried out by the service provider's SIB Team.

The SIB-funded cohort will comprise 76 individuals as follows:

  • 61 currently living in out of county care homes;
  • 6 referrals of those living in hospital;
  • 9 new cases (coming through from Children's services).

The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such the full regime set out in the regulations will not apply to the award of the service contract. Consequently, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. For the avoidance of doubt this means that the Commissioners have not adopted the competitive dialogue procedure (as such term is defined in the regulations) for the undertaking of this procurement process. The fact that in the OJEU Contract Notice at Section IV.1.1) the field/box relating to type of procedure may default to the term 'Competitive Dialogue' does not mean that this procedure is being followed by the Commissioners.
