The government has committed to delivering the recommendations an independent review of the arrangements for determining responsibility for surface water and drainage assets. This was the Jenkins review which was published in 2020. Of the recommendations it made, four apply to investigations into the causes of flooding incidents and the requirement to report findings under Section 19 (s19) of the Flood and Water Management Act 2010 (FWMA).

The purpose of this project is to work with lead local flood authorities (LLFAs) to co-create national guidance that will assist stakeholders to carry out flood investigations for all types of flooding.
