This procurement is being managed by the NHS South, Central and West Commissioning Support Unit (SCW CSU) Clinical Procurement team on behalf of the following Commissioners:
- Sirona care & health CIC;
- NHS Bristol Clinical Commissioning Group;
- NHS South Gloucestershire Clinical Commissioning Group;
- Bristol City Council; and
- South Gloucestershire Council.
It is the intention that any contract awarded from this advert will be held and managed on behalf of all the aforementioned commissioners by the Prime Provider of CCHS; Sirona care & health CIC. Sirona care & health’s position as Prime Provider is currently subject to formal award decisions from each of the other aforementioned commissioners. Should Sirona care & health not be formally awarded to the position of Prime Provider, any contract arising out of this advert will be held by NHS Bristol CCG on behalf of itself and the other commissioners.
This advert is for a Counselling Service as part of the overall recommissioning of Children’s Community Health Services (CCHS) within the Bristol & South Gloucestershire areas.
The Commissioner has a total budget available of 270,000 GBP per annum. The indicative annual contract value by area is Bristol CCG - 91,000 GBP per annum, South Gloucestershire CCG - 179,000 GBP per annum.
The initial period of the contract is 5 years with options to extend for any period or periods up to a maximum of a further 2 years. The total contract value excluding any optional extensions is 1,350,000 GBP.
Additional Options
Bidders will be required to bid on the basis of the aforementioned value and contract term, however they should also be aware of the following possible variation that may be required during the contract term. The following possible variations are not an exhaustive list, and the Commissioners reserve their right to vary any contract arising from this advert consistent with regulation 72 of the Public Contract Regulations or any other applicable law or guidance at the time of said variation:
The service may expand to deliver Bristol City Council youth services commissioned counselling services to a value in the region of 100,000 GBP per annum.
The service may expand to deliver additional commissioned online counselling/face to face services up to values in the region of 200,000 GBP for Bristol CCG and Bristol City Council per annum.
The service may expand to deliver additional commissioned online counselling/face to face services up to a value in the region of 50,000 GBP for South Glos CCG and South Gloucestershire Council per annum.

The needs of children and young people in Bristol and South Gloucestershire are identified formally via the Joint Strategic Needs Assessment (JSNA) and associated processes.
Both Bristol & South Gloucestershire have NHS England assured Children and Young People’s Emotional Health & Wellbeing Transformation Plans in response to key recommendations of Future in Mind (2015).
Aims and objectives of service
To empower and support young people aged 11-18 via the provision of targeted early intervention in order to enable improved emotional health and wellbeing; to build resilience, gain confidence and find solutions to their problems.
To offer a varied and stepped menu of evidence-based/best practice interventions and services utilising a variety of therapeutic and engagement approaches in line with the identified needs of each individual young person.
To employ the principles of community development and youth work in order to engage and involve young people in the development, running and evaluation of the service.
The level of service in each area will reflect the level of investment by the relevant Local Authority and CCG.
