description
Professional services support required to provide oversight and implementation of operational delivery plans for the COVID-19 vaccination programmes. The supplier is required to support the programmes workstreams and functional scope at pace as follows:
- Estates, Logistics & Consumables: operational storage and distribution, specialist storage for challenging vaccine storage, national supply chains in place for transportation and delivery, management of clinical waste sites (including licencing requirements) and ensure inventory control and oversee distribution/logistics. Working closely with the Operational Model team, designing and agreeing the role of a third-party logistics provider and assisting regional providers to implement it.
- Commercial Delivery: Combining data and system intelligence to identify shortage risk products as early as possible; actively managing demand across the country to ensure availability; build/secure and manage estates, create a reserve of relevant consumables in advance of surges in demand. Working with the relevant commissioners to define and build an appropriate contract management approach and function for all relevant contracts at a national and regional level; identifying and managing the most expedient routes to market to procure and supply relevant consumables, equipment, logistics, estates, workforce, technology and data services. Completing the model by which regional Providers will draw down stocks and resources to deliver the programme. Advising on the contracts which commissioners will use to contract lead providers.
