Debt Recovery and Enforcement Services.

These contracts are being tendered as concession contracts and are below the WTO threshold for the Concession Contract Regulations 2016.

Dacorum Borough Council (hereafter referred to as 'the Council') is inviting tenders under 2 lots.

Lot 1 - Council Tax & Business Rates Enforcement will include

• oCouncil Tax and Business Rates Recovery
• oCommercial Rent or Debt Recovery
• oDebt Collection Services for the Recovery of Sundry Debts including Housing Benefit Overpayments
• oHousing - the Recovery of former Tenant Debt and Repairs Charges

Lot 2 - Traffic Management Warrant Enforcement

The initial contract period will commence during April 2024 for a period of 5 years.

Minimum Requirements

The contractor must be:

• oA corporate member of the Civil Enforcement Association (CIVEA)
• oA corporate member of the British Parking Association (for Lot 2)
• oRegulated by the Financial Services Authority or related statutory or regulatory body and

If the Company is not a corporate member or regulated by one of the aforementioned bodies then all of the operational staff associated with the Council's work must be a member or regulated by of one of the said bodies.
