Halton Borough Council are looking for an experienced supplier to provide, install and maintain a high quality vehicle telematics system that provides accurate reporting of real-time and historic information in the chronological time sequence events take place, incorporating areas with no GPS and/or 3/4G signal for the Councils fleet of vehicles within the Open Spaces department. The existing contract supplier is Fleetmatics and currently covers 49 vehicles per annum, there is a requirement for an additional 21 vehicles to be fitted with telematics systems The Council requires the system to meet the requirements below but not limited to those: -

Real-time tracking of and reporting on vehicle location (12 figure Ordnance Survey co-ordinates and street name), status (ignition on/off), speed and activity (grass cutting, street sweeping etc.) not exceeding 30 seconds
Information to be web based for an unlimited number of users, system to be 2-authentication access with user access defined
Data must be available for immediate viewing for a minimum of 3 months and achieved data should be available for up to 5 years
Bespoke, flexible reporting and search facility is required to extract different information
Must be able to provide different functionality for different types of vehicle
Data must be able to be extracted in various forms i.e. Excel, Word, PDF or mapping software
Vehicles MUST be tracked 24 hours a day, 365 days a year, information gathered per vehicle MUST be available for the life of the contract
Route planning facility
Ability to independently set up the system to display the vehicle identification and category.
Ability to group vehicles, controlled by the end user with different levels of authority access
Black box type accident reporting
A dashboard display which will inform the driver of their driving performance in real-time.
