Scoping Study is to provide the evidence base to assist in the development of a new, multi-year global programme of city-level interventions in Ogun state-Abeokuta and Agbara.

The study will recommend where UK-supported interventions could have the greatest prosperity impact, and it is envisaged will entail the following components:

a.Analyse a group of potential cities (Abeokuta, and Agbara) within Ogun state to identify barriers to prosperity and potential interventions to overcome the barriers.
b.Engage with relevant stakeholders to explore potential interventions.
c.Analyse intervention options to assess level of local prosperity impact and opportunities for UK business (primary benefit to Nigeria and secondary benefit to the UK economy); including feasibility and quantified benefits.
d.Analyse whether interventions are best developed with municipal, district or national governments, and the extent to which overlapping jurisdictions will affect impact, and how this can be best managed.
e.Identify the key stakeholders in-the state and their level of interest, including an analysis of existing or planned activities from other development actors and the cities themselves, validating the existence of unaddressed development gaps.
