FAS 4 External Support

Group Finance Directorate will be lead for the FST4 project working with the Probation Programme and HMPPS Commercial team. The appointed firm will assist Group Finance Directorate to agree the overall methodology to be applied to the analytical review. Agree a final reporting template to be prepared and issued to the Ministry of Justice on the completion of the work. Carry out analytical review on the 21 sets of CRC financial information (FST4) and prepare interim reports for each CRC and a summary report that consolidates the findings for all 21 CRCs as well as provides insights as to the impact that the findings. To ensure the timely delivery of the Probation Programme and the CRCs contracts, the team managing the procurement processes will require professional financial advice and support in producing commercially robust contracts. At this stage, there is currently a limited internal resource within the Analytical Statistics Directorate and Corporate Finance especially given the timescales and competing demands from other projects, following discussions with them external resource is required to support the internal team and where internal capacity is strained external finance to develop and lead on requirements. The financial consultants will need to undertake the specific tasks to ensure that the financial interests of the department are maintained.
