Defra require measurement data for annual average NO2 roadside concentrations for major urban roads with relevant public exposure across the UK, to be delivered through a new national NO2 monitoring network. The primary aim of this national monitoring network is to supplement the current Automatic Urban and Rural Network (AURN) and Pollution Climate Mapping (PCM) model NO2 assessment at roadside locations where the difference between national and local air quality assessments is greatest, in order to provide a more accurate assessment of local level NO2 concentrations in the national UK compliance assessment reported to the European Commission. This roadside NO2 monitoring network will be owned and managed by the Environment Agency (EA) (the "Authority"). Defra will support and work with the Environment Agency to set up this new network.
