description

NHS England (Wessex) is responsible for the GP registered populations of Dorset, Bournemouth, Poole, Hampshire, Isle of Wight, Portsmouth and Southampton. They have commissioned intermediate oral surgery services to this population on an AQP basis to ensure that patients who need treatment which falls outside the scope of a General Dental Practitioner, but who do not require the facilities of a general hospital site, can be seen in the right place, at the right time, by the right person first time. It is expected that services will be available from a range of locations across the Wessex area, at times convenient to patients across 7 days per week.

Two levels of service provision have been commissioned:

Lot 1. Services led by a Specialist on the General Dental Council or General Medical Council specialist registers or Consultant

Lot 2. Services led by non-specialist Dentists with additional qualifications

The service will be subject to continuous development and review following publication of the NHS England Commissioning Guide for oral surgery. The review will be undertaken and implemented through the Local Professional Network (Dental).

The period of Contract for the AQP accreditation will be for five (5) years from the 1st November 2015 with a two (2) year extension option.

NHS England (Wessex) may open up additional qualification 'windows' during the lifetime of the contract.

Additional information: All interested parties should note that this Service Procurement falls within the scope of “Part B Services” as defined in the Public Contracts Regulations 2006 (as amended) and Directive 2004/18/EC. Therefore the 2006 Regulations and the 2004 Directive are only applicable to the Service Procurement to the extent required for Part B Services.

For the procurement of healthcare services for the purposes of the NHS within the scope of the National Health Services (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013 (the "NHS Regulations"), there is a temporary exemption from the Public Contracts Regulations 2015, which generally means that healthcare services, when procured by CCGs and NHS England, will continue to be subject to the Public Contracts Regulations 2006 (the "2006 Regulations") until 18 April 2016.

NHS England has decided to follow an Any Qualified Provider (AQP) tendering procedure for the Service Procurement. Bidders should note that this should not be taken as an acceptance by NHS England that any part of the 2006 Regulations or the 2004 Directive (other than those provisions specifically applicable to Part B Service Procurement) apply to this Service Procurement.
