Overview

Historic England wishes to commission a survey of listed residential property owners. This will be the second survey of its kind, with the first ever survey of listed home owners undertaken in 2015/16. The survey is extremely important to Historic England and the heritage sector as it provides insights into the largest group of heritage custodians. Through the survey we hope to understand the challenges owners face and how best the heritage sector can respond to owners' needs.

Through the survey we would like to assess owner’s experiences of the planning system, their dealings with insurance, how frequently they undertake maintenance of their property, where they go for advice / the utility of Historic England’s advice, and issues surrounding the buying and selling of their listed property. This year we are also keen to understand the extent to which residential listed properties are used for commercial purposes as well. The survey will run for a further 2 years at a minimum however this specification refers to the 2016/17 survey only.

The specification below sets out the key requirements for the survey.

The successful tenderer will be required to:

●Conduct a postal survey (with an online link) amongst a representative sample of listed residential building owners from a database supplied by Historic England. The survey questionnaire will be similar to that used in 2015, but with some questions removed, and additional ones added. ●Undertake a degree of sample data cleaning from the supplied database.

●Undertake a survey of a smaller control sample of home owners living in non-listed properties.

●Analyse the findings from both surveys, report on the results and highlight any significant differences in the responses between the two groups.

●Provide a report on the key findings.
