Portsmouth City Council - the 'Council' - is inviting tenders for inclusion onto a multi contractor framework agreement that will be used to let electrical project works. The framework will be open to all contracting authorities situated within Hampshire, East & West Sussex and Surrey to utilise, however the Council cannot provide any usage commitments to this effect.

Award of the framework and live project contracts is targeted for 30th October 2018. The agreement will run for a period of 4 years. Most works will fall between a value range of ?10k and ?200k with average value estimated from ?80k to ?90k. The Authority spends between ?1.5M to ?2.5M on electrical project works per annum.

The framework agreement will be established via evaluation of tenders submitted for the following two live projects.

  • oRe-wire of Southsea Castle - value ?90k - 4 weeks work duration
  • oReplacing lighting in Civic Offices Modern Records Store - value ?35k - 3 weeks works duration

The projects will be let on an individual basis to the contractors who achieve the highest score. Those contractors plus the next ranking contractors up to a maximum total number of 12 will be appointed onto the framework agreement

In establishing the framework contractors must submit a tender for Southsea Castle, with the additional option of submitting a return for the Modern Records Store.

The scope of works to be covered under the framework is likely to include, but not be limited to:

  • oInstallation & replacement of emergency lighting
  • oRefurbishment, replacement & repair of electrical installations
  • oInstallation & replacement of distribution boards, including metering
  • oLighting and controls replacements/upgrades
  • oSALIX LED Lighting replacements
  • oSurge suppression installation
  • oElectrical supply upgrades
  • oNew circuit installations and final outlets
  • oRe-wiring, sub-mains, containment
  • oElectrical works associated with mechanical installations
  • oElectrical works identified as part of fire risk assessments
  • oRemedial works identified by failed electrical installation condition report (EICR's)
  • oInstallation of electric heating and control systems
  • oInstallation of sub meters

In addition to the above the agreement may be used to let a range of further specialist work activities, for example:

  • oInstallation of storage and batteries
  • oInstallation of inverter replacement; pumps etc.
  • oLightning Protection System installations/ repairs/ upgrades including surge protection installation
  • oSpecialist installations such as Fire Alarm, Intruder Alarm, Data, CCTV, Access Controls etc. where they form part of a larger electrical scope of works

The framework will be sub-divided into two contractor tiers, being:

  • oA Primary Tier consisting of 6 contractors who will engaged to deliver typical projects in terms of scope, approach, value, etc. ...
