OG@B is a cross-Whitehall initiative to integrate border-related strategies, operations and technologies to:

Improve border security.
Increase revenue collected.
Reduce Government costs.
Facilitate international trade.
Improve efficiency through eliminating duplication and increasing flexibility.

Departments agreed the initial focus should be on goods, which has helped a complex initiative to gather momentum, but with strong recognition that the management of goods and people is interwoven, so ultimately both people and goods should be in scope. Work is being undertaken on a high level strategic blueprint and an overall business and IT architecture (TOM (Target Operating Model)/design) across the 20+ departments operating at the Border.

HMRC require the following:

  • Advice on the best technique to drive progress.
  • Delivery of that technique, through a stakeholder event to be held week commencing 11th April 2016.
  • Advice on how much progress we can make at a single event.
  • Clarity on how to drive progress on next steps.
  • All-inclusive management of the event including premises, facilitators, invitation management and production of outputs.
  • An artist/draftsman to make the outputs more interesting both on the day and to illustrate the main findings. To provide a pictorial representation of the future state.

We want the event to build commitment from all OGB stakeholders to the understanding of why having a OG@B blueprint/design and TOM is the right thing to do and a common understanding of what that will mean for OG@B; to develop the Target Operating Model (TOM) at the event to provide the basis for the principal changes to be delivered by the Portfolio, as well as identifying and agreeing to undertake work to develop and test any further iterations of the TOM. One of the outputs will be a tested first iteration of the TOM, signed by attendees, for review/approval by the Portfolio Board.

We intend to competitively tender our requirements using an eSourcing event on the HMRC instance of SAP Ariba Sourcing Pro. Further information about HMRC’s instance of SAP Ariba, a Suppliers Guide and general information about supplying to HMRC is available on the HMRC website: www.hmrc.gov.uk/about/supplying.htm).

The eSourcing event will open on 16th March 2016 and close at 12:00 noon on 29th March 2016.

The deadline for registering your interest to participate is 12:00 noon on 23rd March 2016.
