NHS England South (South Central) wishes to identify a provider for a GP Surgery in Witney. NHS England South (South Central) is looking for applications from providers.
The successful provider will need to provide the full range of primary medical services at the practice from 04 November 2016, mobilising from 04 August 2016.
The Deer Park Medical Centre is situated on the Deer Park Estate in Witney. The patient list is 4,222 and comprises predominantly of young families. Deer Park is ranked in the top 10% least deprived GP Practices in England.
Premises
| • | The current surgery building is owned by a previous retired PMS contractor. |
| • | The premises lease will coincide with the contract, therefore 10 years from 04 November 2016. |
| • | It was purpose built in 1996 and is a two storey detached, stone and tile building. The ground floor is 295m2, NIA; the first floor is 159 m2 NIA. |
| • | The whole building space and car park is reimbursable under the APMS contract in accordance with GMS Directions. |
| • | The site of the current surgery is leased from West Oxfordshire District Council for 150 years from 1997 on a peppercorn rent. |
| • | The lease states that the demised land can only be used for the purposes of a medical centre, ancillary offices and ancillary vehicle parking. |
| • | There are eight dedicated parking spaces at the rear of the building. The main car park is shared with the shopping precinct. |
| • | The full range of primary medical services are provided at the main surgery premises at Hanon Road, Witney. |
The site visit of the premises will be available to view by appointment only.
Services to be Provided
NHS England is looking for an innovative and patient-centred model that is user friendly and culturally sensitive and encompasses national and local public health targets. The model will include provision of the following:

| • | Core opening hours and service delivery from 8am – 6.30pm Monday to Friday (except statutory bank and public holidays). |
The full scope of the service can be found in the draft contract and Schedule 2 specification. It is essential that interested providers can demonstrate an ability to mobilise to service provision.
TUPE will apply to the contract. Details will be provided to all expressions of interest. Some of the current GPs may be willing to continue working at Deer Park Medical Centre on a salaried/locum basis, subject to negotiation.
The Deer Park Medical Centre is an EMIS Web Practice. Some contents and equipment at the practice may be available for purchase, by negotiation with the current providers.
