GB-Lowestoft: Seafarer Liaison Officer and Guardship Services

Waveney District Council are seeking to appoint a suitable Contractor(s) for the supply of Seafarer and Fishery Liaison with Guard Ship Services. Waveney District Council are undertaking coast protection works at Lowestoft South Beach through the summer and autumn of 2015. Included in this work is the seabourne import of 14000 tonnes of rock armour and bedding that is being brought to a transhipment area off Hopton in coasters or large barges before being delivered to Lowestoft South Beach by a smaller barge.

The contract will include;

Liaison with seafarers in general and fisherment in particular over he planning and execution of rock handling works, the supervision, by means of a independant vessel that will shadow the delivery vessels , of rock loading/offloading and transport over the delivery route, keeping records and other duties as specified in the Marine Licence.

The rock delivery is expected to happen over around 15 days between late June and early August subject to the receipt of all consents and availability of delivery vessels.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
