The proposal provides for a profile for each library authority in England that compares to a selected group of library authorities across a number of indicators reflecting key aspects of library provision, as follows:

| • | Costs of running library services |
| • | Levels of staffing and volunteers |
| • | Annual book and audio-visual issues |
| • | Stock and acquisition levels |
| • | Performance in relation to speed of requests |
| • | User satisfaction |
The data will enable library authorities to compare their service costs and performance with that of their peers, allowing review of areas for improvement and to identify good practice.
