The Operational Support Programmes (OSP) is to deliver a new Joint Operational Fuels System project on behalf of Capability Director Combat Service Support (CD CSS).

JOFS3 is a Cat C project that seeks to support a deployed force in the land environment, wherever it may be deployed, by providing the capability to ensure the supply, storage and distribution of fuel. It presents an opportunity to provide the user with a modular, scalable system that fills the current capability gaps by procuring additional items of in-service equipment, new ship to shore capabilities and an extensive support contract in concert with a Total Support Force element.

The OSP Programme Management Office (OSP PgMO) has previously conducted a Market Survey to inform Concept Phase activities related to this project. This notice was published in the Official Journal of the European Union, the MoD Defence Contracts Bulletin and www.contracts.mod.uk GO Reference: GO-2015223-DCB-6388358.

OSP PgMO now intends to release a draft Systems Requirements Document (SRD) to those parties who may have an interest in providing a solution to one or more of the requirements. The draft SRD will be sent out to those who express interest, together with supporting programme information.

The purpose of issuing the draft SRD is to invite questions and comments on any requirements that you think are either likely to be unattainable or high cost drivers.

Involvement in the draft SRD review and comment process is voluntary and does not start the official procurement processes for any of this requirement. Participation cannot and does not guarantee any future inclusion in subsequent procurement processes, nor will non-participation exclude any company from participating in any future procurement process. It should also be noted that all information released as part of this market engagement process is subject to change and may not form part of any future procurement process.
