description
This tender is addressing two requirements. The need to renew existing contracts for Overlay Miniature Stop Light systems (Lot 2) and to find suppliers for two new solutions to be developed through STE's R&D programme (Lot 1 and Lot 3). It is worth noting that the technical part of the Pre-Qualification Questionnaire (PQQ) includes questions relating to the Rail Industry Readiness Level (RIRL). Additionally, where there is a commercial commitment from NR, as solutions are being purchased, NR owning the IPR is not required.
The supply of this OMSL tender and the delivery of the 3 lots is crucial in regard to delivering NR's Level Crossing Strategy. The 3 lots are for a combination of new and existing level crossing warning systems.
Network Rail's (NR) Level Crossing Strategy states that over the next 10 years it wishes to "Use technology to make level crossings which remain open safer and generate more performance and capacity on the network". It goes on to state "The use of technology at our level crossings is a central element of the level crossing safety strategy". It is a crucial measure in improving the safety of sighting-only crossings and protecting users of our highest risk footpath, bridleway and user worked level crossings.
The following Safety Integrity Levels (SIL) apply to each lot:
- Lot 1 - Safety Integrity Level (SIL) 2, Overlay Miniature Stop Light
- Lot 2 - Minimum Safety Integrity Level (SIL) 3, Overly Miniature Stop Light
- Lot 3 - Minimum Safety Integrity Level (SIL) 3 Interfaced Overlay Miniature Stop Light (IOMSL)

This procurement aims to source a variety of solutions for Overlay Miniature Stop Light (OMSL) Level Crossing systems. These systems allow an improvement in Level Crossing safety by the provision of active warnings to users in a variety of scenarios, as identified by Subject Matter Experts.
