L B Bromley owns operational and investment buildings throughout the borough.
The Council requires condition surveys for these buildings. The survey is to cover the internal and external building fabric, mechanical and electrical services and outbuildings, boundaries and external paving and roads.
The survey will identify all works needed at the time of the survey and which will become necessary within 10 years. These works should be priority coded and costed.
In order to enhance and promote energy efficiency, recommendations should also be included in the report on ways in which buildings and plant can be developed and improved on.
The Council has an Asset Register, which was compiled in 2016 by the Council's FM provider and is in an Excel spreadsheet format. The Council requires assets to be checked on site and the Register to be updated.
The consultant is also asked to use the results of the condition surveys and the asset register along with suggestions for environmental improvement works to produce a 10-year maintenance plan. The plan is to include costs commencing in year 2021/ 2022. Where works are essential, these should be programmed to take place as soon as possible. The remaining items of work are then to be assembled into efficient packages of work to allow costs to be spread out evenly over the 10-year period.
The surveys should be carried out by suitably qualified and experienced RICS Chartered Surveyors and suitably qualified and experienced CIBSE Chartered Services engineers.
Suppliers must be able to commence work immediately upon appointment and complete the works within 6 months.
