Business Case for Cafe and Visitor Facility at The Leasowes - AWARD

Dudley Council is seeking a suitably qualified and experienced consultant to develop a business case for the establishment of a caf? / visitor facility for The Leasowes. We expect the work to entail as a minimum the following key elements;

• oReview design work already undertaken and suggest improvements / enhancements or highlight risks associated with the design that Dudley has already produced
• oAssess the marketplace and the strategic context for the project (including current and potential visitors to the site and competitors in the local area). This should include an assessment of likely annual visitor figures at the site.
• oWork with Council staff and other key stakeholders (including community groups) to gain an understanding of the wider view of The Leasowes and its likely future role as a day visit attraction.
• oProvide lessons learnt from other projects, using the experience of your consultancy in advising on similar projects elsewhere.
• oProvide options for delivery and operation of the facility to include an assessment of likely income to the Council from a lease to a third party as well as an assessment of other methods of operation with an assessment of the risks and benefits of each.
• oProvide options for external funding for the project.
