This contract is primarily for provision of cycles and associated equipment to eligible clients of the Wirral Travel Solutions programme. Wirral is a Metropolitan Borough of Merseyside in the North West of England with a population of approx 300,000 over 60 square miles. Further information about Wirral is available on our website (www.wirral.gov.uk). The borough of Wirral contains high levels of worklessness with 17.6% of all residents in the borough claiming an out of work benefit. There are some severe concentrations to the east of the borough with over 35% of people are claiming out of work-benefits in the worst performing neighbourhoods. Wirral also has significant employer demand-side challenges, with the lowest rate of GVA per head in England, and a low job density rate of only 58 jobs per 100 working age people, which is the lowest in the Liverpool City region. Wirral Travel Solutions is a project to assist residents to overcome transport barriers to access employment. It is funded via Public Heath to Facilitate Sustainable Access to Employment. The East Wirral area was identified as the area of support for the project due to the high levels of deprivation, unemployment, low personal mobility and socio-economic problems faced by the residents, which can be a barrier to accessing employment. The East Wirral area was also identified as containing key concentration of areas for employment within Birkenhead, New Brighton and Bromborough.
