3173_15 HIV sampling, testing and reporting service

Public Health England (PHE) is seeking to establish a national (England-wide) framework agreement with a single organisation to provide HIV self-sampling services for most at risk populations predominantly being Men who have Sex with Men (MSM) and Black Africans. The framework will be available for use by all local authorities with public health responsibilities (of which there are 170 in England) but such use will not be mandatory.

The framework holder will be ESPO, acting on behalf of PHE, and services under the framework will be commissioned as required (i.e. called off under the framework) by individual local authorities or by PHE itself.

The appointed supplier will provide all of the following service components: user interface and access to the service; kit order fulfilment; pathology; results management; and provision of management information.

As a Central Purchasing Body as defined by the EU Procurement Directive 2014/24/EU, the Framework Agreement is open for use by the following classifications of user throughout all administrative regions of England: Local Authority Councils; Educational Establishments (including Academies); Central Government Departments and Agencies and Local Government Departments and Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords.

Additional information: The value of GBP 2,000,000 is the estimated potential value based on known participating establishments. The value of participation by the wider public sector cannot be calculated accurately or guaranteed - but has nevertheless been incorporated within a range of GBP 2,000,000 to GBP 4,500,000 for the full potential duration
