Buyer: Kent County Council Title: SS14 46 - Tender for Kent Connected External Website - Design, Development and Hosting Summary: The Opportunity Kent Connected is envisaged as a unifying and coherent transport brand for a smartphone accessible transport information hub where local residents (or visitors from further afield) can access services through an individual (personalised) account. The transport information hub will draw together information from service-providers so that customers can be better informed in decision-making and can optimise their own choices in how they fulfil their journey-making. We want to ensure the public are better informed about how they can make their journeys at the planning stage (both mode-choice - i.e. bus, train, cycle, walk and car, and time of day as well as cost and time differences for each alternative routing option) and how they can vary those plans in real-time as operational constraints change (congestion, public transport service disruption etc.). It is also intended to provide associated services for journey planning and execution that go beyond simple 'planned' and 'real- time' information to include aspects such as ticket-retailing (and support services such as fares/prices), journey sharing, and bike hire. Taken together, the smart phone accessible web-site is designed to provide an integrated solution to many current travel problems where there is a lack of accurate up-to-date information and encourage mode-shift to more sustainable transport choices and to contribute to published Department for Transport policies such as delivering smoother Door to Door Journeys. Background Kent County Council (the council) is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. Further background and technical information can be found within the tender documentation.
