description
The Council requires a provider to undertake telecare installations in people's home. In the first instance the provider will focus on the backlog of telecare installations that date from Sept 2020 to Nov 2021 and that equates and will exceed 900 referrals. This number will fluctuate as some installations maybe refused upon calling, a live telephone service maybe not be available or a suitably close electrical point to complete the installation (please note practitioners should have checked for both of these elements) or the circumstances may have changed for the person, so they no longer need the installation.
In addition, there may be scope to become involved in the monthly installation of telecare to meet our current referral numbers should this demand remain high and funding be available to support this programme.
The provider will not be required to undertake any repairs or maintenance of the telecare units and all telecare units and other equipment will be provided via our service level agreement with Careline as these units need to be connected to their emergency contact centre and will require pre-programming by either Careline or ASC Commissioning before they are assigned to the provider.
These installations are made up of both basic and advanced telecare referrals and are explained as:
- oBasic Telecare - consists of the installation of a telecare box and pendant to provide emergency response 24/7 should the citizen need help, due to a fall etc. This installation can typically take up to an hour once in the persons property allowing time to install the equipment (no building works are required), undertake a test call to Careline, answering any queries the citizen or their family may have and explaining how to use the equipment and completing the required forms with them.
- oAdvance Telecare - consists of the above but also an assessment of the citizen's needs within their home and if any additional equipment may help such as door or bed sensors, the fitting of smoke and CO2 detectors all of which are connected up to the telecare hub and can provide alerts to the contact centre that help is needed by the citizen. Some minor building work may be involved to fix a smoke or Co2 detector to a wall. This type of visit can typically take up to two hours to enable a discussion with the citizen of their needs and what additional equipment may help them. In addition, a further visit may be needed if the right equipment is not to hand on this visit or requires ordering and is not available in current stock.
This contract will commence December 2021 and expire 31st March 2023.
