description

The FCDO provides the corporate services 'platform' for itself and additionally for partners across government (PAGs) in its Missions overseas.

Directorate General (DG) Finance and Corporate is responsible for Estates, Security, Facilities Management, Digital, Data & Technology, Commercial, Finance, Human Resources, Protocol and Audit.

To assist the integration of ex-FCO and ex-DFID teams, the Corporate Transformation Programme (CTP) is designing and implementing an interim operating model ahead of 1 April 2021, in collaboration with corporate functions and stakeholders across the business. This includes gathering baseline information on corporate services in the FCDO, to give clarity of understanding across both legacy departments and to signal areas of focus for future transformational design.

From 1st April 2021 the CTP requires support to design and implement an end-state Transformational Operating Model (TOM) for the FCDO corporate function that brings together the best of both departments. This work should be concluded within 2 - 3 years.

The corporate vision of FCDO is to work collaboratively for the efficient delivery of HMG's international objectives. Services should be digitally enabled, coherent and provide value for money. They will be underpinned by accurate data, aiding transparency, consistency and informed decision making. Our staff should feel they are respected, empowered and supported to develop, whilst colleagues will feel services are reliable, professional and simple to access.

DG Finance and Corporate transformation will need to be delivered within the context of the Spending Review (SR) that will take place in Autumn 2021. The successful bidder will also need to align with wider FCDO transformation initiatives and programmes, such as the delivery of a new Oracle, cloud-based ERP system (Hera). The implementation of Hera will begin from July 2021 and the successful bidder will need to work within the constraints of this and other change programmes. The successful bidder will also need to be aware of central government corporate initiatives, such as the Government Shared Services Strategy, and how they will impact the FCDO in future.

Transformation within the FCDO is not limited to DG Finance and Corporate. The successful bidder will need to understand the departmental context of FCDO transformation and will be expected to collaborate with initiatives such as the Transformation Portfolio, as well as working constructively with any relevant third-party suppliers.
