The purpose of this Prior Information Notice (PIN) is to forewarn interested service providers of this requirement and highlight that we plan to hold a 'Supplier Day' for the purpose of market sounding and to enable DVLA to describe and develop our proposed requirements.
The virtual Supplier Day has been scheduled for the 7th & 8th September and will be held via MS Teams.

By 14:00 hours on Friday 29th July quoting reference PS/21/125A - Provision of Laboratory Services for Testing of Alcohol Dependency.
Following the Supplier Day, DVLA will form a strategy and anticipates commencing either a combined procurement or individual procurements with the publication of a finder tender service and a contract notice in October 2022.

The Driver and Vehicle Licensing Agency (DVLA) currently has a contract for the:
Provision of Carbohydrate Deficient Transferrin (CDT) Testing & Confirmation Services.
This contract aides the DVLA in making driving licensing decisions.
CDT sample screening provides further information of possible alcohol misuse/ dependency through the analysis of blood samples.
DVLA is exploring future services and viable options.
DVLA encourages fair and transparent procurement and omissions from any part of the Department's market engagement exercise shall not be taken into account in any subsequent procurement. It should be noted that responding to this notice does not place any service provider in an advantageous position.

Due to the unpredictable nature of the volumes the Authority are unable to guarantee minimum or maximum volumes for this service. Below are our forecasted annual volumes for contract years starting 1st July 2023. Our expected contract duration will be 3 years with options to extend for a further 1 year + 1 year at the sole discretion of the DVLA.
