Working with a Pay and Grading consultant, SHG wants to carry out a project to design a more transparent and fair grading and pay structure, sustainable pay policy, improved approach to job evaluation and a reward and recognition scheme for SHG. Work is expected to commence in April 2016 and be completed by October 2016. The new systems would be implemented from the beginning of the 2017/18 financial year.
The process will be led by Human Resources, supported by Finance and Policy and Planning, and is being proposed in response to increasing concerns that the current grading structure and pay system are not meeting their desired objectives, and that an unacceptable level of inequity has crept into the system. Furthermore, the recent Employee Opinion Survey evidenced the widespread discontent with the existing systems, and emphasised the negative impact that the current systems have on Employee Engagement.
The design and implementation of a new pay and grading structure is a significant undertaking in any public service – and is even more challenging in St Helena given the current economic and social climate. Great care must be taken to try and minimise the potential negative impacts of this exercise, which further complicates the approach to what is already a very technical exercise.
The high level objectives are to implement new systems that will:

| 2. | provide a strong platform for other planned reforms aimed at achieving a streamlined and more productive public service using appropriate HR management approaches. |
