The Securing the Future Programme is a major national initiative led by Community Health Partnerships (CHP), to manage the expiry of leases for 308 primary and community care buildings developed under the NHS LIFT programme.

It aims to ensure these assets continue to support NHS service delivery, particularly in neighbourhood health services.

A Programme Business Case, Strategic Outline Case was approved by DHSC in Summer of 2025. The next stage is for CHP to establish and lead a structured, co-ordinated and phased approach to manage lease expiries under LIFT. A national, CHP-led Programme will enable ICBs to play a key part in decision making on local assets. Individual business cases for geographies will be coordinated as part of a phased and structured roll-out that aligns with lease expiries and funding cycles. The Programme will guide and support ICBs and local systems through this process.

CHP and the LIFT estate are key contributors to the rollout of Neighbourhood Health Services. CHP is actively engaged in the National Neighbourhood Health Implementation Programme and is collaborating with Integrated Care Boards (ICBs) to help deliver these services effectively

Under this Procurement, CHP is seeking to establish one contract for the purchase of the STF OBC Partner (the Requirement).
