The "Complexity Evaluation Framework" (CEF) is a toolkit intended to inform the commissioning of evaluation across the remit of the Department for Environment, Food and Rural Affairs (Defra). Its purpose is to guide analysts and policy makers within Defra, as well as external evaluators, in ensuring complexity thinking is appropriately embedded into evaluation design and methods.

The requirement is to assess the practical use of the CEF. The toolkit has been developed using existing literature and interviews with colleagues and is still in the early stages of being embedded across Defra. The objective of this evaluation is therefore to review the CEF through active learning and insight from its early implementation. The evaluation will develop user case studies to support the embedding of the CEF and also, if required, update and amend the CEF toolkit.
