North Yorkshire County Council (NYCC) and City of York Council (CYC) (the Commissioners) wish to commission a provider to deliver an oral health promotion service across both authority areas which will deliver three key service elements: Dental Health Survey; Supervised Tooth Brushing in Targeted Schools; Oral Health Promotion Training to the Workforce. The Provider shall ensure that the team responsible for the planning and delivery of the survey attend training and calibration events, comply with the sampling process, and liaise with schools or other establishments to gain access to specified target populations. The Provider's team must be supported to attend all necessary training and calibration events provided at regional level. The Provider shall ensure their clinical examiners and assistants are successfully calibrated at the relevant regional calibration session, using guidance provided by (BASCD). Examiners who do not conform to the diagnostic criteria must be re-trained and re-calibrated or replaced. The Provider's team must be familiar with, and comply with the standards and procedures laid down in the relevant national protocol. The provider shall ensure that the workforce can demonstrate: Competency in health promotion and its application to oral health promotion; Competency in managing health promotion programmes at a community level; Training and experience in delivery of health promotion programmes at a community level; Relevant continuing professional development for staff involved in this intervention; Experience of working with child care settings and residential and day care settings that support vulnerable adults. On-going supervision and mentoring is also required to ensure the workforce of the Provider retain core skills and knowledge and are made aware of developments in the field of oral health.
