West London Waste Authority (WLWA) is a statutory Waste Disposal Authority (WDA) formed in 1986. WLWA is responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames. About 1.7 million people live in this area, which covers 38,000 hectares.
Since 2020, WLWA has provided residents with digital on-demand access to a cross-borough, home collection service called the Material Collection Service (MCS) in collaboration with four Boroughs - Brent, Ealing, Harrow and Hounslow.
This service focuses primarily on collecting unwanted and broken large bulky items or materials that residents no longer have use for. As part of WLWA's focus to keep 'treating waste as a valuable resource' the MCS helps us collect these unwanted items and seek to divert them for use in a more circular way - a way where we can recirculate materials to keep them in use for longer through reuse, repair, reprocessing and recycle and design out waste from our system.
The focus of this contract is to provide a high-quality online on-demand collection service, delivered in a flexible and responsive manner, in line with WLWA's vision, mission and purpose. To satisfy WLWA's and its constituent boroughs on-going and varying waste transport services and associated needs, the appointed Contractor must be able to provide services in line with any changes to statutory, operational or customer service requirements throughout the life of the contract.
The aim of this market engagement is to determine whether there are suppliers in the market that are able to deliver the required collection services for multiple materials to WLWA and its constituent boroughs.
