A digital maturity assessment for East Riding of Yorkshire Council is required. In order to do this the supplier will need to be able to fully understand the Council's vision, values and challenges and be able to assess its digital maturity in the context of what the Council is trying to achieve and the type of organisation it is seeking to be.
The supplier is required to conduct an assessment of the current digital leadership and digital culture within the organisation. This will include exploring what digital means and how it is currently defined within the Council. They will assess the appropriateness of the governance in place for decision making and determine how open the Council is to digital innovation and change together with its capacity/willingness to bring about that innovation and change.
The Digital Maturity Assessment will be undertaken for the whole Council. This will include a review of the Council's current digital processes and interactions with residents, customers, partners and other stakeholders.
The supplier will be required to build an understanding of the digital capability and ambitions of the Council and how these impact on the East Riding as a place. They will be required to assess the current digital capability of our workforce and be able to recommend the skills and competences needed to ensure they have the core skills, technologies and equipment required to deliver the Council's digital ambitions.
Alongside the Digital Maturity Assessment, a proportionate review of the IT service is required to baseline the service performance and capability, as well as reviewing the technologies currently in use across the organisation.
This will include an assessment of the performance, capacity and effectiveness of the IT Service and a review of the current IT strategy to consider how effective it is in helping the Council achieve its ambitions and corporate priorities.
