GB-Saffron Walden: External Wall Insulation

The Council has identified approx. 60 properties we consider to be suitable for external wall insulation and would like to invite offers from interested parties to carry out these works. In addition to an ability and competence to carry out the works, contractors also need to bring with them a firm offer of third party funding towards the cost of the works – unfortunately we are not in a position to cover the whole cost ourselves and consider third party funding is available to help us improve the quality of lives for the tenants in these properties.

This is the third contract for external wall insulation the Council has offered. From experience, we know that the property list may alter for various reasons. It may be, for example, because a tenant has exercised their Right to Buy during the period between the list being drawn up and the contract being awarded. Should this occur we would, if possible, seek to replace that property with another. Should a property become vacant, it would also be an ideal opportunity to add another property. We therefore propose this contract be an appointment for the whole of the 2015/16 financial year. Should we then wish to offer you additional properties for insulation, we can simply request a quotation based on your schedule of rates and if both parties are in agreement, the works can be completed without the need for further tendering to be undertaken

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
