PRIOR INFORMATION NOTICE

NHS Leicester City Clinical Commissioning Group (LC CCG) is considering the re-procurement of the three Leicester City Primary Care Hubs contract to provide primary care appointments in hours and out of hours. LC CCG's Primary Care team wishes to continue and develop the current service.

This is a prior information notice with future call for competition and its purpose is to make the market aware of the CCGs' commissioning intentions and give providers an opportunity to register their interest.

Since October 2015 the hubs have provided over 1500 additional GP and nurse appointments each week during the working week, evenings, weekends and bank holidays to patients that are registered with a Leicester City practice via the GP Access Fund framework (previously Prime Minister's challenge fund).

The contract length is likely to be 3 years with the option to potentially extend for up to 2 years subject to satisfactory review. Estimated value for this service is circa £2m per annum.

The service will be commissioned via an open procurement process advertised to all providers which is proportionate to the value and complexity of the service and contract.

Interested providers are guided to MLCSU eProcurement portal Bravo to register their interest, to do that, candidates need to register on the portal at https://mlcsu.bravosolution.co.uk. If your organisation has registered previously, you do not need to re-register. Once registered, candidates must express interest by:

a)logging-in to the Portal, and
b)selecting response to advert and PQQ (search for reference number pqq_444) and submit by the date specified on the portal.

NOTES

"Light Touch Regime" services

This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations.

The procedure which the contracting authorities are following is set out in the MOI and ITT. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
