3171_15 Early Help (Children’s Centre Services)

ESPO is undertaking a procurement on behalf of the Children and Families Department of Leicestershire County Council, to appoint service providers for each of two contracts. The two contracts (each contract comprising a separate ‘lot’ within the tender process) are:

Lot 1: Targeted antenatal programme

Lot 2: Perinatal mental health services

The services now required sit within the Children’s Centre Programme within the Early Help delivery of C&FS. The aim of the service is to provide early and effective help and support to children and families when they need it, with the long term aim of ‘helping more families in Leicestershire to be able to help themselves’ and thus improving their overall wellbeing and quality of life. Leicestershire Children’s Centres are aimed at improving outcomes for Under Fives and their families.

The Leicestershire children’s centre model is an integrated service supported by health commissioners and partners that will align provision to ensure that vulnerable families are supported to ensure children develop in the most optimal way. We are seeking Providers to work in collaboration with our health and district partners to deliver this vision using a range of staff, volunteers and resources that currently deliver children’s centre services.

The Council are seeking providers who will work collaboratively with the Council and partners with a view to exploring new funding opportunities from other sources. Specifically, the contract will include a requirement that the appointed service provider (or service providers) engage with PIP UK with the aim of creating a Parent Infant Partnership in Leicestershire.

Note that the contact value stated above includes (in addition to funding by Leicestershire County Council) up to GBP 100000 of potential additional funding for lot 2 from health service bodies (this additional funding is not guaranteed).

The contract has the option to extend for up to a further 24 months. The total estimated values stated include the option period.
