Herefordshire Council is seeking tenders for the delivery of an integrated community-based sexual health system that incorporates prevention, three levels of sexual health and contraception services and laboratory testing. The focus of service delivery will be prevention and self-management in order to create positive health outcomes for all people who live, work and visit Herefordshire. By the end of Year 2, the successful bidder will achieve a cultural shift towards people confidently accessing equitable community-based services across Herefordshire. With a population of approximately 184,000, Herefordshire represents an interesting challenge to the delivery of services, not least because of its rurality, containing small, diverse and widely separated communities. Sexual Health issues are distinct and disproportionately affect those within deprived areas. Higher rates of chlamydia infection amongst young people and the highest rate of syphilis infection has been reported across the region. The Contact Duration will be for 3 years with options to extend on a 1 year + 1 year basis for up to a further 2 years subject to prevailing economic and commercial conditions, service utilisation and supplier performance at the sole discretion of the council. The successful tenderer will be expected to enter into a contract with the Council and the contract template (including the council's standard terms and conditions) which will form the basis of this contract is included in the tender pack. This is a competitive procurement in accordance with the open process under the EU Procurement Directives and implemented in English Law in the Public Contracts Regulations 2006 (SI 2006 No.5) (PCR 2006), due to regulation 118 of the Public Contracts Regulations 2015 (SI 2015 No. 102).
