NOTE: This notice was updated on 25 April 2018 for the following reason: PLEASE NOTE THAT DUE TO A CHANGE TO THE COUNCIL'S REQUIREMENTS THIS TENDER EXERCISE HAS NOT BEEN AWARDED AND IS NOW CANCELLED.This training programme is commissioned by The Essex Social Care Academy (ESCA), Essex County Council (ECC), for social workers within the Children & Families directorate, commencing 1st May 2018 for a period of two years with an option to extend for a further twelve months (2+1).

The target audience will be qualified social workers, senior practitioners, team & service managers, heads of service and directors from children and families. It is ECC's intention to open up the leadership and management programme to wider partner agencies, such as Education, Health and Police. The aim of the training programme is to upskill participants with core systemic theories, which transfers into relational social work practice.

The estimated total contract value, including the 12 month optional extension period, is £300,000 to £350,000.

The deadline for submission of tenders is 12.00 noon on 02/02/2018.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

For this procurement exercise Essex County Council will be using the BIP Delta eSourcing portal https://www.delta-esourcing.com and all communications with Essex County Council relating to this procurement exercise must be via the portal message facility. It is recommended that any bidder not already registered with BIP Delta eSourcing should register at the earliest opportunity.

Under the Public Services (Social Value) Act 2012 the contracting authority must consider:

  • (a)how what is proposed to be procured might improve the economic, social and environmental well-being of the area where it exercises its functions, and
  • (b)how, in conducting the process of procurement, it might act with a view to securing that improvement.

Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the contracting authority relating to economic, social and environmental well-being. These priorities are described in the Invitation To Tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract.

The deadline for submission of tenders is 12.00 noon on 02/02/2018.
